|Athena staff managed and performed the requirements gathering, specification, design, and development of a sophisticated financial tracking system for the Construction Grants and Loans Division of the North Carolina Department of Environment and Natural Resources. Responsible for all aspects of the system, which included: user requirement definition, database and GUI design, development, testing and implementation. The system involved tracking progress and managing payments for the construction of state and federally funded water treatment projects across the state. The system is used to manage approximately $800 million in state and federal funds. Involved interfacing with the state's accounting systems (DB2), federal EPA reporting, and state auditor reporting. System was developed using Gupta SQLWindows and Sybase.
